SBM Offshore is currently recruiting for a Project Controls Manager. In this role, you will assist the Project Manager, Project Cost Manager, and Project Controls Lead in the management and coordination of all cost-related aspects of the Project. This includes commercial, technical, fabrication and scheduling considerations during project execution.
Management and coordination of all project control tasks. Determine and communicate the Project Control Plan to all stakeholders.
Provide project execution strategy input. Manage the Gate Review process on the Project.
Define project planning, progress measurement systems and reporting, including KPIs.
Coordinate/Communicate with the Client to ensure deliverables are met and are in required formats. Manage the Client invoicing as per contract requirements.
Review and provide analysis of engineering, vendor and sub-contractor’s resource budgets and forecasts. Coordinate with entire project team (Engineering, Supply Chain, and Construction) on all cost control activities.
Coordinate with project scheduling activities, providing input to planning efforts and using output from schedule to administer cost control functions.
Assist the Project Manager and Project Controls Lead in all cost aspects of administering contracts. Manage Change Control process and update forecast accordingly.
Work closely with Procurement to ensure continuity of all contracts and purchase orders. Prepare a brief summary of major contracts and purchases detailing target and delivery dates, milestones and completion criteria.
Deliver reporting/progress measurement as per contract and internal requirements (i.e. client reports, dashboard, bi-weekly, etc.) Provide schedule and financial visibility to the Project Team to determine early corrective actions to support making good and timely decisions.
Manage the Project Risk and Opportunities process and report exposure and recommend contingency levels. Coordinate with Cost Controller to analyze, review, and properly forecast cost. Prepare budget variances. Effective management of risk and analysis of their impacts.
Organize and develop Work Breakdown Structure (WBS) and Activity Breakdown Structure (ABS) for review and approval. Provide Training to Project Team in the proper use of WBS, ABS and COA (Code of Accounts). Ensure that Booking Codes meet the project requirements.
Mentor and tutor Project Team Members and Project Controls Group in all aspects of cost control.
Bachelor of Science Degree in Industrial Engineering, Construction Management, or Business Degree. A higher degree is preferred. PMI and / or AACEI Certifications are highly desirable.
Minimum 15 years of construction industry experience with 10 years of experience as a Project Controls Manager with functional experience in the areas of cost control, scheduling, estimating or construction project controls in industrial projects with a strong background in EPC is required.
Experience in administration, management and execution of project controls of major capital projects in excess of $500MM.
Proficiency in cost engineering principles and methods including: Project setup – WBS, CBS, OBS.
Proficiency in budgeting and forecasting, Change Management, risk analysis and contingency allocation as well as Earned Value Systems
Strong knowledge and experience with project planning, scheduling and execution including: Critical Path Method, schedule development methods, schedule evaluation and analysis, recovery planning, schedule risk analysis, Primavera EPPM including web-interface
Ability to work under minimal supervision and effectively manage multiple/changing priorities.
Exceptional analytical skills and the ability to perform ad hoc project data analysis to effectively evaluate performance, diagnose project issues, and mastery of recovery tools.
Excellent interpersonal and communication skills to interface with and relate complex concepts/issues with all levels
Excellent leadership, mentoring and team work skills with the ability to effectively transfer technical expertise to less experienced project control professionals
Ability to develop suitable training materials specific to discipline
