Reporting to the Project Controls Director - Americas Region and Global Biologics, you will be responsible for development and management of capital cost estimates, as well as having project controls responsibilities on assigned capital projects for the Global Engineering & Real Estate (GERE) group at AstraZeneca. Day to day activities may include conceptual estimating, review of detailed cost estimates, management/update of cost estimating databases, cost control, cost forecasting, change management, progress measurement, cash flow forecasting and high level planning/scheduling.
A Project Control Engineer will, in most cases, be assigned responsibility for estimating and/or project control implementation on smaller projects or in a supporting role for larger projects.
For assigned projects, ensure that all estimating, project cost control, scheduling and project planning activities comply with corporate capital governance requirements and internal procedures / guidelines.
Support preparation of early and conceptual estimates and schedules working with the Project Control Director and Global Estimating & Benchmarking Lead.
Coordinate the preparation of detailed cost estimates. Review and analyze estimates prepared by others. Ensure good estimating practices are followed including preparation of estimate basis documents, benchmarking references, and detailed support.
Assist in the development of funding package documentation that supports capital requirements.
Assist with the preparation, review and analysis of RFP and bids from A/E, CM and other key vendors. Adhere with Project Control / Procurement responsibility matrix.
Assist in development of specific project control plans working with the project control director or manager.
Implement an integrated cost management approach for assigned projects, leveraging A/E and CM reporting, taking into account contracting strategy and team structure. Prepare accurate cost forecasts per project requirements, at least monthly. Review and assess cost reporting from A/E and CM.
Implement project cost management and reporting systems include trend and variance analysis, proactive cost forecasting and identification / recommendation of corrective action
Monitor A/E and CM Schedules during execution. Coordinate the implementation of a fully integrated schedule from early design through startup / occupancy.
Implement earned value / physical progress measurement systems.
Develop accurate high-level and detailed project cash-flow forecasts to support quarterly and annual budgeting process as well as monthly reporting.
Implement trend and change management programs and procedures for applying to cost and schedule analysis and projections.
Assist with implementation of risk management program including qualitative and quantitative analyses. Coordinate with specialists for Monte Carlo analyses as required.
For assigned projects, support development of standard monthly progress reports for GERE. Develop and maintain reports including: labor productivity, schedule status and forecast, cost financial analysis and forecasts, cash flows, cost/schedule variance performance reports, contingency/management reserve rundown/trends, plus project risk assessments impacting schedule and cost, manpower/labor analysis, and physical progress analyses.
Assist with continuous improvement initiatives, as requested.
Education / Experience
4 Year degree in Construction Management, Business or Engineering
Minimum five years related experience with at least 3 years in Engineering, Construction, and/or Project Controls/Estimating leadership role relevant to this position
Engineering/Design and Construction field experience.
Bio-pharmaceutical industry experience is preferred.
