PURPOSE: Provide complex cost engineering and scheduling services in support of the delivery of capital and expense construction projects within Aviation Project Management Group (AVPMG).
ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:
Provide cost engineering services to include developing, tracking, and monitoring project cost information to determine the financial health of a project. Provide support in the development of project schedules to include the planning and scheduling of activities pertinent to the design, engineering, and construction of the projects. Identify accurate project cost and schedule information to assist project managers, project sponsors, senior management, and Commission to make sound financial and timeline decisions for Airport-related projects.
Manage multi-million dollar capital and expense project cost data. Analyze project cost data, determine variances, identify and quantify project risks. Perform project analyses on cost and trend data to develop a forecast and Estimate at Completion (EAC) for each project. Identify potential or known cost issues/overruns. Investigate, analyze, and resolve anomalies in budget/actuals. Review new project cost estimates during the project notebook phase and during the design and construction phase. Set up and baseline projects and perform change management tasks on those projects. Reconcile budgets between the financial system (PeopleSoft) and project delivery system (Unifier) and develop supplemental cost management tools and spreadsheets to perform those functions. Review construction trend logs, enter data, monitor and update project information.
Develop and maintain logic-driven, critical-path project schedules for AVPMG projects. Perform project scheduling activities, identify linkages, conflicts, interfaces, and relationships within and among projects. Perform resource loading of schedules when required, review and evaluate project performance and status on a routine and promptly report potential or actual schedule slippage or other unsatisfactory performance. Support development of recovery schedules and action plans.
Conduct monthly project status meetings with project managers (PMs) to provide and review project cost information, including authorizations, budgets, actuals, and EACs. Provide first "warning" to PM's and Construction Managers (CMs) of potential cost overruns and cost savings identified during project analysis. Work with the PM to determine course of action for correction, identify risks to projects and quantify impacts of risks to project budget.
Develop reports and presentation materials; provide regular reports to project teams and senior management. Manage the monthly reporting of budgets/forecasts/expenditures, and schedule progress. Support Program Controls Managers in development of Quarterly Capital Project Cashflows and Quarterly Reports to the Commission and the Public. Participate in development of Commission memos, Investment Committee presentation materials, and other documents, as necessary.
Perform other numerous and various ad hoc Cost Engineering and Schedule-related duties.
KNOWLEDGE, SKILLS & ABILITIES: Understanding and specialized knowledge of cost control and scheduling policies, procedures, and concepts for major design and construction projects. Understanding of principles and practices of design, bid, and construction. Understanding critical paths, logic, duration, impacts, and linkages in scheduling. Prior use of a cost data base system and scheduling platforms. Knowledge of accounting and financing principles. Knowledge of budgeting and forecasting processes, procedures and principles, and also, the understanding of scheduling methodologies, techniques, procedures and principles.
Problem solving and decision-making skills. Effective oral and written communication skills. Skills in focusing on detail, accuracy, and thoroughness, while possessing ability to consider the larger picture of events and impacts. Proficiency in the use of project delivery systems (Unifier) and scheduling software (Microsoft Project) and Microsoft Office Suite.
Ability to communicate and work well with others. Capability to accept responsibilities and accomplish objectives .Ability to interpret and analyze cost variances. Ability to analyze complex data for performance metrics. Ability to understand 'how' project planning and scheduling have an effect on project budgets and forecasts. Ability to work independently with minimal supervision. Flexibility in adapting to changing priorities, while working on multiple projects simultaneously and meeting deadlines.
QUALIFICATIONS: Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:
Bachelor's degree in Engineering, Finance, Accounting, Construction Management, or a related field; and
Eight (8) years of experience in providing cost engineering and scheduling services in a collaborative project team environment.
Ten or more (10+) years of experience in providing cost engineering and scheduling services in a collaborative project team environment with some airport construction experience;
Experience with working independently on complex design and construction projects (greater than $50 million and multi-year durations).
