Argonne National Laboratory is looking for an experienced Project Controls Manager within the Project Management Organization (PMO).
The Project Controls Manager manages and directs the project controls personnel within the Project Systems and Services Group of the Project Management Organization. Directs staff and professional technical contract staff assignments in support of a diverse grouping of projects. This includes directly supporting the proposal, planning, scheduling, estimating, cost control, project contract administration, change management and control, progress measurement, risk analysis, document control, and administration functions of projects. Supports the Project Systems and Services Program Controls Manager in the effective execution and oversight of the Laboratories portfolio of projects. Responsible for engaging matrixed support staff at appropriate levels to insure successful project support and delivery.
Responsible for developing, implementing, and delivering small to mid-scale projects including facilitation and interactions with broad and diverse organizational resources.
Develops resource-loaded, time-phased, logic driven project schedules using software tools, preparing project documentation, conducting reviews; preparing or directing the preparation of status reports and other documentation; implementing change control processes and analyzing performance metrics to ensure successful completion of project objectives.
Responsible for suggesting improvements to and implementing projects in accordance with the University of Chicago Argonne LLC certified Earned Value Management System (EVMS) and associated EVM Procedures.
Responsible for implementing and improving the Argonne Project Management Organization`s Project Management System and all components associated with the system.
Responsible for providing direction to subordinates based on associated Project Management policies, procedures, and applications in accordance with current Laboratory, DOE, and applicable industry directives and regulations.
Provides enhancement to these by participating in working groups across the DOE Laboratory complex and Industry.
Provides recommendations for training and professional development needs of the project controls personnel.
Evaluates the project-specific performance of the assigned members of the project controls team to ensure expanded work knowledge and capabilities of the team members.
Monitors functional staffing plans and provides recruiting support to fulfill support project requirements for project managers.

Required Knowledge, Skills & Experience:
Knowledge of project management principles and computerized performance measurement systems for scope, schedule, cost, and risk.
Experience establishing project scopes, schedules, and cost estimates.
Skill in leading project controls personnel to support and complete project objectives successfully.
Skill in managing a diverse, multi-functional organization, including subcontractor employees, within a project portfolio of over $50 million annually.
Ability to deliver successfully against demanding project goals and in accordance with all regulatory guidelines.
Experience with Earned Value Methodology and financial system processes related to project management.
Communications and leadership skills as well as excellent written and oral communication skills including negotiation, facilitation, coaching, and team leadership.
Skill in developing, cultivating, and maintaining internal and external working relationships.
Organizational skills and ability to multitask and prioritize in a fast-paced environment.
Knowledge of Laboratory policies and practices, project management practices and procedures, and all governing DOE orders, rules, and regulations.

A Master’s degree in engineering or other related degree with progressive experience in project management is preferred.
Professional registration in project management, i.e., PMP, is highly desirable. The incumbent will further be expected to continue and or maintain their professional development through participation in project reviews and professional certification programs, and through membership in professional organizations and attendance at project management conferences.
Additional Salary Information: This position is a PTL1 (Professional Technical Leadership Level 1).
