Senior Project Estimating Engineer Develops and coordinates in-house estimating capabilities and assure adequate and thorough review and analysis of estimates prepared by Architect Engineers/Construction Managers for establishing project budgets.
Assist Manager of Estimating, Program Controls in coordinating inputs from other discipline estimators
Prepare detailed/fair cost estimates in Civil/Structural arena based on designed jobs/material take off, for capital construction projects, plant maintenance projects.
Understand standard man hours and wage rates development to be utilized in estimating.
Prepare detailed estimates for major Capital Construction and plant maintenance/modification. These estimates form the basis of the budget.
Support all other departments/ divisions such as Engineering, Plant Facilities, R&D and Licensing with detailed estimating.
Coordinate estimating/valuation engineering support to all other divisions and departments in the Authority, such as Engineering, R&D, and Licensing.
Prepare fair cost estimates to confirm contractors' proposals, to keep Change Order costs at most reasonable level.
Review field-oriented estimates and assure that Authority standards are in place. Analyze and evaluate variances between estimates prepared by the Authority’s Estimating Department and bids or proposals received from outside contractors/consultants
Develop and implement cost and estimating programs and procedures necessary to assure the preparation of quality estimates.
Field visits to review and assess conditions for estimates involving construction contract changes and retrofit projects.
Develop proper retrieval capability based on completed projects.
Perform special tasks as assigned by Manager of Estimating, Program Controls to support the estimating function.
Knowledge, Skills and Abilities
Provide technical leadership to the group on developing and analyzing project cost. Develop project Capital Expenditure Estimates, cost control reports, project cash flow from project estimates and analyze and update these documents on an as needed basis.
Have substantial knowledge of related disciplines, code requirements and understand the effects on the overall cost of the project.
Be aware of changes and advancements in the industry, and develop industry-wide expertise.
Understand how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.
Familiar with budgets, costs, rate structures and policies.
Write reports including analytical studies and equipment selection that are high quality and ready for final submission, and appropriate for the intended purposes.
Strong negotiating skills are also critical at this level.
Focus on the results of data rather than on the data analysis only. In some cases, these "problems" may be associated with the Authority's generation and transmission of electricity safely, at the lowest cost, or in developing expanded capabilities and services for customers.
He/she must be able to handle a project from start to finish
Plan and manage long-term projects.
Coordinate the activities of other engineers at times.
Must be persuasive and have strong negotiating skills. Guidance and motivation should be provided to junior engineers.
Identify problems and solutions, as well as efficiency improvement opportunities, when they arise, without waiting for direction.
Will possess 10+ years of Estimating experience in civil works/public works projects, including, but not limited to, bridge and roadway rehabilitation, dam and water retaining structure repair & capital improvements, industrial building construction, parking structures renovation and some land development and drainage.
Education, Experience and Certifications
Bachelor’s of Science degree in engineering (Civil/Structural preferred) from an accredited college or university.
Minimum of 10 years of direct experience in the design or in the construction industry preferably in power plants and power transmission.
3 to 5 years of experience should be directly related to estimating for power/industrial projects.
Approximately 20% travel primarily within NY State.
