We are seeking an experienced and reliable Cost Estimator, to oversee, manage, and develop capital cost estimates for large-scale complex, transit designs and construction projects on behalf of the Bay Aera Rapid Transition (BART).
BART connects the San Francisco Peninsula with Berkeley, Oakland, Fremont, Walnut Creek, Dublin/Pleasanton and other cities in the East Bay. For more than 45 years BART has provided fast, reliable transportation to downtown offices, shopping centers, tourist attractions, entertainment venues, universities and other destinations for Bay Area residents and visitors alike.
The successful candidate will review and validate Engineer’s Estimates of construction packages prior to going to Procurement for advertisement.
Job Duties and Responsibilities
Develop bottom-up cost estimates of labor, equipment, material, general conditions and markup
Calculate the total project cost by analyzing the bids that the subcontractors’ cost estimators prepared.
Identify and quantify cost factors, such as production time, materials, and labor expenses
Plan project budgets and develop construction cost estimates using Excel and/or other cost estimating software
Review and validate Engineer’s Estimates for construction projects.
Perform estimate take-off and estimate construction change orders
Consult with industry experts to discuss estimates and resolve issues
Skills & Requirements
A minimum of a bachelor’s degree in engineering, project management, construction management, business, and/or accounting, or a related field
Must either be a Certified Professional Estimate (CPE) by the American Society of Professional Estimators (ASPE) or be a Certified Estimating Professional (CEP) by the American Association of Cost Engineering (AACE).
A minimum of five (5) years of experience with developing cost estimates, evaluating price proposals, and contract negotiation within a professional services field or similar industry
Previous work experience with construction estimating
Demonstrate the ability to independently organize and carry out assignments with minimum direction as well as the ability to function effectively as a leader of highly professional personnel
Knowledge of working in a government environment, especially Railcar/Transit.
Excellent oral and written communication skills
Able to work well with others including, contractors, agency personnel and the public
