JCMS, Inc is looking for an Estimating Manager to join our team. The Estimating Manager will manage and supervise an Estimating Department, which includes in-house and in-field cost estimators. The Estimating Manager will be responsible for assigning staff to projects, monitoring work and performance, ensuring adherence to project budgets, and interfacing with clients where necessary.
Supervise development of independent cost estimates at the planning/conceptual phase; cost estimates at various design stages (e.g., 30%, 60%, 90%, 100%); bid analysis/reconciliation; and change order estimates. They may also include related support services, such as negotiation of change order, cost control/cost engineering services, commercial management services during projects, and related matters. These services generally will be performed on behalf of public agency clients.
Responsible for reviewing the work product/deliverables prepared by the in-house Estimating staff
Monitor field staff's work at a high level and being aware of project needs.
Work on billable client projects.
Create and implement, in conjunction with the Senior Director of Technical Services, policies and practices for the department.
Report to the upper management the status of current projects, including budget, schedule, anticipated issues, and suggested mitigation measures as needed.
Assist in recruiting, interviewing, hiring, and evaluation of staff.
Prepare, support and conduct training programs for estimating staff.
Assist in business development efforts, by attending industry events, helping write proposals, meeting with clients or potential clients, and the like.
Perform other duties as assigned.

The ideal Candidate will possess the following:
A Bachelor’s Degree in Engineering or a related field (a graduate degree is preferred)
Certifications from AACEi (CCP, CEP, EVP), CMAA, PMI-PMP/SP/RMP, or equivalent in cost engineering, construction management, project management, risk management, or related fields.
10+ years of experience as a cost estimator especially working for consultants supporting project owners or for project owners (as distinct from contractor-side experience), with progressive responsibility on projects of increasing complexity (15+ years preferred).
Experience with Microsoft Office software with extensive knowledge in excel, HCSS HeavyBid, Hard Dollar (InEight) and/or other cost estimating software.
Excellent understanding of the principles of cost estimating, including extensive expertise preparing pre-construction cost estimates during the design phase and change order estimating during the construction phase for project owners.
Prior management experience is preferred.
Experience on transit projects, including rail transit, is strongly preferred, especially with transit agencies in the New York-New Jersey-Philadelphia region.
Experience on large and complex projects ($100M+).
Experience with Earned Value Management is preferred.
Experience in Quantitative and Qualitative Risk Analysis is preferred.
