    The Principal Construction Estimator estimates construction costs and prepares engineer’s estimates for water and wastewater facilities projects. Has wide latitude for independent decision making consistent with sound engineering practices. Guides and trains intermediate and junior engineers. Oversees and coordinates work with a senior construction estimator.
     
    • Provides construction cost estimates from bid-ready engineering plans and specifications for water and wastewater facility construction contracts
    • Conducts or leads the study, development, and design of a variety of large, complex projects related to cost estimating
    • Plans, organizes, and oversees the administration of programs of consultant contracts related to cost estimating
    • Consults with various divisions/sections, manufacturers, suppliers, consultants and contractors
    • Conducts complex studies and investigations and prepares reports on the design, construction, maintenance and operation issues/problems of the systems and facilities infrastructure related to cost estimating
    • Provides construction cost estimates from bid-ready engineering plans and specifications for water and wastewater facility construction contracts
    • Assists senior construction estimator in cost estimating pipeline projects
    • Estimates material and labor requirements and prepares cost estimates for projects in the planning, design and construction phase
    • Reviews construction cost change orders
    • Conducts research in the field and in the office for the purpose of updating and validating unit construction costs and/or other cost changes due to market and other conditions
    • Reviews data supplied by engineers, contractors, project managers, contract managers and construction managers
    • Assists the senior construction estimator in change order negotiations
    • Keeps abreast of current prices and costs of construction materials and supplies
    • Maintains and operates a computerized cost estimating database
    • Drives a vehicle to conduct WSSC Water business

    Minimum Education, Experience Requirements:

    • Bachelor’s degree in civil, construction management, or environmental engineering
    • 5+ years of water and wastewater facility construction estimating experience
     
    OR
    • Associate’s degree in construction management or engineering
    • 7+ years of water and wastewater facility construction estimating experience
